Putin open to peace with Ukraine but only on Russia’s terms, Kremlin says

Kremlin spokesperson Dmitry Peskov announced on July 20, 2025 that President Vladimir Putin is open to discussing peace with Ukraine, but only if Russia's “strategic objectives”—including control over annexed regions—are met. Peskov emphasized that any negotiated settlement must align with Russia’s clearly defined goals, acknowledging the process will be lengthy and complex.

The remarks follow U.S. President Donald Trump’s 50‑day ultimatum urging a ceasefire and threatening tougher sanctions if Russia refuses. Trump also unveiled fresh military aid for Ukraine, including Patriot missile systems, bolstering Kyiv’s defences. Despite rising tension, Moscow continues its drone and missile campaign against Ukrainian cities, signaling no de-escalation.

Previously, Putin made clear his demands: Ukraine must renounce NATO ambitions, accept neutrality, demilitarize, and formally recognize Russia’s annexations—conditions Kyiv and Western allies strongly reject. In discussions with Trump, Putin remained steadfast, insisting peace must be built on Russia’s terms.

Analysts warn the ultimatum may backfire, as Moscow could intensify operations to consolidate territorial gains before any ceasefire. As of now, peace talks appear stalled, with diplomacy hampered by Moscow’s rigid stance and strategic pressure tactics.
