The United States has announced its withdrawal from the International Solar Alliance (ISA) — a global coalition based in Gurugram, India, that promotes solar energy adoption among tropical nations — as part of a broader pullback from 66 international organisations under President Donald Trump’s “America First” agenda. This move underscores a significant shift in U.S. climate and multilateral engagement strategy, raising questions about future international cooperation on clean energy and climate action.
The ISA was launched jointly by India and France in 2015 to support solar deployment, mobilise investment and enhance clean energy access across member countries, particularly in Africa and other developing regions. It now includes around 125 members and signatories working together on solar capacity, regulatory frameworks and financing tools.
While the U.S. exit is symbolic of its reduced participation in global climate initiatives, officials from the alliance and Indian authorities emphasise that the ISA will persist with its mission and continue collaboration among remaining members. The organisation plans to maintain efforts to scale solar energy solutions and support capacity building and energy access goals for member states.
Critics of the U.S. decision argue it could weaken broader climate diplomacy and diminish American influence in clean energy leadership, even as other nations reaffirm their commitment to collective action on renewable energy transitions.
