Why did Yogi Government introduced new rules to appoint Police Chief in UP?

CM Yogi and his government has inaugurated new rules for the appointment of Director General of Police (DGP) in Uttar Pradesh. This move exempts Central government from any interference in the process.
According to the state’s cabinet new guidelines, a committee will be headed by a retired high court judge which would decide the state’s new police chief, meaning that the state government need not send a list of names to the Union Public Service Commission (UPSC) for selection.
In the earlier times, the state government had to send the list of eligible officers to the commission i.e. UPSC, which shortlisted three names and sent them to the state, after which it could choose one of them as the DGP.
The committee, according to new guidelines, will include the retired high court judge as head, a UPSC nominated chief secretary, a person nominated by the UPSC, the UP Public Service Commission chairman or their nominee, an additional chief secretary or principal secretary (Home) and a retired DGP.
The main reason of introducing new set of rules this year is to include transparency and independency in the appointment of DGP to ensure the process is free of political or executive interference. Therefore, no interference of Centre is going to take place making it a whole sole decision of the state.
The Print reported that Prashant Kumar, who is considered close to the chief minister, may be made the full-time DGP for a fixed two-year tenure, sources in the state government confirmed.
