
Prime Minister Narendra Modi has announced a sweeping ₹62,000 crore scheme targeting youth development, centring on skilling, education, and entrepreneurship across India with strong emphasis on Bihar. At its core is PM-SETU (Pradhan Mantri Skilling & Employability Transformation), with ₹60,000 crore allocated to upgrade and network 1,000 ITIs via collaboration with industry anchors. The plan follows a hub-and-spoke model, enabling state-of-the-art infrastructure, production units, and incubation facilities.
Additionally, 1,200 vocational labs will be established in 400 Navodaya Vidyalayas and 200 Eklavya schools across 34 states and UTs, emphasizing hands-on training in sectors like IT, agriculture, logistics and manufacturing. In Bihar, schemes such as an interest-free education loan (up to ₹4 lakh), revamped monthly allowances for graduates, and a state youth commission (18–45 years) are embedded. New academic infrastructure under PM-USHA, research centres, and the expansion of NIT Patna’s Bihta campus with innovation labs and 5G capability are notable components. About 4,000 new recruit letters will be handed out, and ₹450 crore in scholarships will support 25 lakh students under state schemes.
The package is ambitious: it seeks not just infrastructure, but linking education to industry demand, bridging financial gaps for students, and strengthening regional development especially in Bihar. The success will depend on execution, coordination between central and state bodies, and ensuring that benefits reach intended youth communities on the ground.
