India's biggest employer just gave lakhs a reason to smile!

The Ministry of Railways clarified that trainee railway employees' stay-at-home period during COVID-19 lockdown will be treated as duty for salary increment purposes. In a July 7, 2025 circular to all Zonal Railways and production units, the ministry stated that training periods are considered duty for increments when followed by confirmation.

The clarification emerged following queries from Zonal Railway units about whether lockdown confinement counted as duty. The ministry referenced 2020 instructions allowing stipend releases to home-bound trainees, with conditions not exceeding six months.

As a one-time measure, the ministry decided that trainee railway servants' stay-at-home period during nationwide COVID-19 lockdown, up to six months maximum, may be treated as duty for increment purposes.
