Rural development in India, once a beacon of equitable growth since the 1970s, now reveals a worrying trend: although the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) budget saw only a modest rise, its utilisation has dropped sharply—from 7.25 crore households in 2021-22 to 5.79 crore in 2024-25. Meanwhile, allocations under the National Food Security Act have seen steady erosion since 2019. The sharp rise in rural distress despite 65% of Indians living in villages is difficult to ignore.
India's rural ambitions have always rested on a dual approach: deploying infrastructure and services, and strengthening social indicators like health, education, clean drinking water, and electrification. Though data—like NFHS 2019-21—suggest improvements since 2015-16, ground realities remain less optimistic. For instance, child stunting stands at 37.3% in rural areas, compared to 30.1% in urban zones, with Scheduled Castes and Tribes disproportionately afflicted. Questions linger over the quality of rural health access and service delivery.
In essence, while India's rural narrative includes significant milestones, the rising gaps in policy coverage, service quality, and funding underscore a pressing need: to reinvigorate and recalibrate welfare strategies, ensuring that the rural heartland is not just covered but cared for.
