In a stinging letter to Prime Minister Narendra Modi dated June 10, Rahul Gandhi demanded immediate action on two critical issues affecting marginalised students. He highlighted "deplorable" hostel conditions - overcrowded rooms, unhygienic toilets, unsafe drinking water, no internet or library access - as observed during a visit to Darbhanga's Ambedkar Hostel .
The Congress leader also flagged alarming delays and systemic failures in disbursing post-matric scholarships. He cited Bihar as a prime example: the scholarship portal remained non-functional for three years, leaving students without financial aid in 2021–22. Scholarship recipients among Dalit students plummeted from 1.36 lakh in FY 23 to just 0.69 lakh in FY 24, and the amounts allotted are widely considered inadequate .
Gandhi urged the PM to conduct nationwide audits of hostels catering to Dalit, ST, OBC, EBC, and minority communities, ensure funding to upgrade infrastructure, and ensure timely, enhanced scholarship disbursements via coordinated central–state implementation.
He emphasized that India's progress hinges on empowering youth from marginalised backgrounds.
