Indus Water Treaty: Pakistan Pleads for Dialogue, India Stands Firm with Tough Conditions

India has maintained a strong and silent stance on the Indus Water Treaty despite repeated requests from Pakistan for dialogue. According to official sources, New Delhi will not resume any level of communication on the treaty until Pakistan addresses its cross-border terrorism issues and agrees to a fresh framework for the treaty.

 

Pakistan's Water Resources Secretary Syed Ali Murtaza has contacted India multiple times, appealing for reconsideration of the suspension of the treaty. He has sent several letters to India's Water Resources Secretary Debashree Mukherjee, expressing Pakistan's willingness to discuss the objections raised by India.

 

However, India has not responded to any of the communications. Officials said India had formally conveyed to Pakistan that no talks will happen until its core security concerns are resolved and the treaty is restructured from the ground up.

 

India temporarily suspended the Indus Water Treaty on April 22 following the Pahalgam terror attack, which claimed 26 lives.

 

The treaty, originally signed in 1960 under World Bank mediation, governs the distribution of water from the Indus River system between the two nations. The eastern rivers, Ravi, Beas and Sutlej, are allocated to India, while the western rivers, Indus, Jhelum and Chenab, are largely meant for Pakistan.

 

After suspending the treaty, India is now preparing a study to assess the best ways to maximise its share of water, focusing on better utilisation, new infrastructure development and complete enforcement of its rights.

 

This move reflects a policy shift that even Gen Z and young policy watchers should note closely, as it ties water security directly to national interest and counter-terrorism priorities.
