
On October 2, 2025, the PPC (People’s Plan Campaign) will be formally rolled out across India through Special Gram Sabhas in every Gram Panchayat. The campaign is running under the banner “Sabki Yojana, Sabka Vikas” and aims to initiate the preparation of Panchayat Development Plans (PDPs) for the fiscal year 2026-27.
During these meetings, Panchayats will assess the progress of existing plans via digital platforms like eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY, prioritize pending works, and ensure participatory engagement with community members. The Ministry has already asked states and Union Territories to activate monitoring dashboards, appoint nodal officers, train facilitators, fix Gram Sabha schedules, and set up public information boards by the end of September.
Further integration is planned with 20 central line ministries, which will engage directly in the Gram Sabhas for convergence of schemes. This campaign is part of a longer-term effort (since its launch in 2018) to make Panchayati Raj Institutions more evidence-based, inclusive, and locally responsive. The hope is that by empowering local planning, villages can chart development paths attuned to their unique priorities and needs.
