Karpoori Thakur’s journey — from a humble village in Samastipur district to two-time Chief Minister of Bihar — reflects his deep-rooted socialist commitment to the under-privileged. His political career was built on abolition of privilege and construction of equality: in 1970 he led a prohibition of alcohol policy in Bihar, aiming to curb social vices among the poor.
The landmark “Karpoori Thakur Formula” of 1978 introduced a 26% reservation framework—12 % for OBCs, 8 % for the most backward classes, 3 % for women, and 3 % for economically weaker sections of upper castes—prefiguring later national-level quotas. As Education Minister he removed English as a compulsory matriculation subject, recognising it as a barrier for students from marginalised backgrounds.
