One crore teachers, but will learning improve?

In the academic year 2024-25, India crossed a long-awaited threshold surpassing one crore (10 million) school teachers, as per UDISE+ data. On paper, this marks progress: improved pupil-teacher ratios, better student retention, and steps toward addressing regional disparities in teacher distribution. Technological access has also expanded over 63% of schools now have computers and internet, signaling digital progress.
But this milestone needs context. India is simultaneously navigating a decline in student enrollment, hitting a seven-year low even as teacher numbers climbed. Underlying challenges remain: nearly 8,000 schools report zero students, over 1 lakh operate with just one teacher, and only 55% are barrier-free with accessibility infrastructure.
Most critically, learning outcomes lag behind. Foundational literacy and numeracy gaps, regional inequities, and underrepresentation of women in school leadership persist reminders that hiring more teachers alone doesn’t guarantee better education.
