Panchayati Raj 2025: How Karnataka Topped the Devolution Index

The Ministry of Panchayati Raj has released the "Status of Devolution to Panchayats in States" report, unveiling the Panchayat Devolution Index for 2025. This evidence-based ranking evaluates the performance of states and Union Territories (UTs) in empowering Panchayati Raj Institutions (PRIs) across six dimensions: framework, functions, finances, functionaries, capacity enhancement, and accountability.
Karnataka emerged as the top-ranked state, followed by Kerala, Tamil Nadu, Maharashtra, and Uttar Pradesh. The report, prepared by the Indian Institute of Public Administration (IIPA), assessed 34 states and UTs through a study involving 172 Panchayats across 68 districts and interviews with 1,594 respondents.
The "framework" dimension focused on constitutional mandates like regular elections, reservations, and the establishment of State Election Commissions. The "functions" dimension evaluated the delegation of local governance functions to Panchayats. However, the report highlighted a lack of synergy between government departments implementing developmental programs at the gram panchayat level, leading to duplication of efforts.
Significant progress was noted under the "capacity enhancement" dimension, with recommendations for a specialized two-year course in Local Public Service Management for Panchayat officials. This curriculum would cover public systems, financial management, e-Governance, and law, akin to an MBA, to strengthen governance at the grassroots level.
The report underscores the need for streamlined coordination among government departments and a structured approach to building Panchayat capacities. It serves as a roadmap for states to improve their governance models, fostering effective decentralized democracy in India.
