Delhi’s ‘Adopt a Flyover’ Plan: Transforming Spaces, Beautifying City!

The Delhi government is preparing to launch a new 'Adopt a Flyover’ policy, aiming to enhance the appearance and utility of flyovers and the often neglected spaces beneath them. Announced by Public Works Department (PWD) Minister Parvesh Sahib Singh, the initiative is designed as a Corporate Social Responsibility (CSR) program. It invites public sector undertakings, private companies, non-profits, and other institutions to take responsibility for beautifying flyovers and making better use of the areas below them, which are frequently cluttered with garbage or encroached upon.
Under this policy, the PWD will issue tenders, allowing selected organizations to adopt up to five flyovers in a package for beautification and upkeep. While these organizations will focus on cleanliness, removing encroachments, increasing greenery, and artistic enhancements like street art, the PWD will continue to handle repairs and structural maintenance. The spaces beneath flyovers could be transformed into play areas, open gyms, or libraries, making them more useful and visually appealing for the public.
The government will rate the companies’ work, awarding gold or platinum status for exceptional efforts. Eventually, the scheme may expand to cover subways and underpasses. The PWD, responsible for about 1,400 km of Delhi’s major roads, hopes this policy will not only improve the city’s look but also make daily commutes more enjoyable for residents
