The Union Public Service Commission (UPSC) is India’s premier constitutional body tasked with conducting recruitment for All India Services and central civil services, as defined under Articles 315 to 323 of the Constitution . Established initially in 1926 as the Public Service Commission and later renamed after Independence, UPSC ensures a merit-based, transparent selection process .
The President of India appoints the Commission’s Chairman and members, who serve for six years or until age 65, whichever is earlier . The commission operates independently, with its expenses charged to the Consolidated Fund of India - further safeguarding its autonomy .
UPSC's core mandate includes conducting major examinations like the Civil Services Examination (CSE), Engineering Services, CDS, IFS, and more. Additionally, it advises on disciplinary matters, promotions, framing recruitment rules, and other personnel issues .
In essence, UPSC is the constitutional backbone of India’s civil service recruitment, upholding fairness, merit, and institutional independence.
