N Chandrababu Naidu, the Chief Minister of Andhra Pradesh, has been identified as India’s richest chief minister, with assets exceeding ₹931 crore, according to a report by the Association for Democratic Reforms (ADR). The report highlights that the average asset value of chief ministers across state assemblies and Union territories is ₹52.59 crore. In comparison, India’s per capita net national income (NNI) for 2023-24 stands at approximately ₹1,85,854, while the average self-reported income of a chief minister is ₹13,64,310—roughly 7.3 times higher than the national average.
The combined total assets of 31 chief ministers across the country amount to ₹1,630 crore. Following Naidu, Arunachal Pradesh Chief Minister Pema Khandu ranks second with assets worth over ₹332 crore, while Karnataka CM Siddaramaiah is third, owning assets exceeding ₹51 crore. Khandu also holds the highest liabilities among CMs at ₹180 crore, followed by Siddaramaiah with ₹23 crore and Naidu with over ₹10 crore.
Additionally, the ADR report revealed that 42% of chief ministers (13 out of 31) have declared criminal cases against themselves, with 32% (10) facing serious charges such as attempted murder, kidnapping, and bribery.
Notably, only two women hold the position of chief minister: West Bengal’s Mamata Banerjee and Delhi’s Atishi. The report also states that two CMs are billionaires, while three own assets worth over ₹50 crore. Educationally, 10 CMs are graduates, and two hold doctorates. Age-wise, six are between 71 and 80 years old, while 12 are aged between 51 and 60.
