Prime Minister Narendra Modi, addressing the 16th BRICS Summit in Kazan, Russia, delivered a firm call for unified international action against terrorism, emphasizing that condemning it must be a matter of principle—not convenience. He warned there is “no place for double standards” in tackling terrorism and terror financing, urging BRICS members to maintain “single‑minded, firm support” and to actively curb youth radicalization in their countries.
Modi also pressed for progress on the long-standing Comprehensive Convention on International Terrorism at the United Nations and advocated for enhanced global regulations in cybersecurity and the safe deployment of artificial intelligence. He stressed that counter‑terrorism efforts must leave no room for selective approaches.
Concurrent with his anti-terror stance, Modi reiterated India’s push for reform in major international institutions, including the UN Security Council, multilateral development banks, and the WTO, urging a time-bound approach. He underscored BRICS’ role as a people-centric, inclusive platform, clarifying that it aims to reform rather than replace global systems.
Modi also mentioned the ongoing effort to expand BRICS membership, welcoming Africa’s entry into the group, and reaffirmed India’s readiness to accommodate new partners under consensual terms.
