Rajasthan is setting a precedent in India by issuing a detailed, humane framework for stray dog management following recent Supreme Court directives. The state’s Department of Local Self-Government has mandated strict compliance with the Stray Animal Birth Control (ABC) Rules, 2023—balancing public safety with animal welfare. Each ward must now identify and clearly mark designated feeding areas in consultation with resident welfare associations and NGOs, ensuring food and water access even in cases of rabies.
Municipal bodies are tasked with setting up, repairing, and operating sterilisation centers equipped with vaccination and deworming facilities. Humane capture is emphasized—trained teams must use nets or hands (not tongs or wires), exclude puppies under six months and lactating mothers, and include animal welfare partners. Dogs are to be sterilised, vaccinated, tagged, and released back to their original locations.
Comprehensive monitoring mechanisms involving CCTV, detailed logbooks, and compliance reports within 30 days ensure transparency and accountability. By integrating ethical handling, medical care, and community collaboration, Rajasthan aims to manage its stray dog population with compassion and effectiveness.
