The Rajasthan government introduced the Coaching Centres (Control and Regulation) Bill, 2025, in the Assembly to curb rising student suicides in Kota. Deputy CM Prem Chand Bairwa tabled the bill, emphasizing its role in creating a secure learning environment. With 28 suicides in 2023, 17 in 2024, and seven so far in 2025, concerns over student distress have intensified.
The bill mandates registration for coaching centers with 50+ students and establishes a regulatory authority. The Cabinet approved it on March 8, citing the high-pressure academic atmosphere as a cause of "widespread disillusionment."
Declining enrollments in NEET, IIT-JEE, IIM, and CLAT coaching institutes have already prompted initiatives to support students. However, coaching center owners in Kota, Jaipur, and Sikar oppose the bill, fearing fee regulations, conduct codes, and student limits will hurt their businesses. The debate on the bill is scheduled for March 21.
