Floating Casinos: India’s Legal Loophole
In Goa, many casinos are on ships in the Mandovi River, not on land. These are called offshore casinos. Why? The Public Gambling Act (1867) bans most gambling on land. The government allowed casinos, but only on water, keeping them away from daily life while still attracting tourists.
