On March 10, 2025, Vanuatu's Prime Minister, Jotham Napat, directed the Citizenship Commission to revoke the passport of Lalit Modi, the founder of the Indian Premier League (IPL). This decision follows Interpol's rejection of India's request for an alert notice against Modi due to insufficient judicial evidence.
Modi, who fled India in 2010 amid allegations of financial misconduct, had acquired Vanuatu citizenship. PM Napat emphasized that Vanuatu citizenship is a privilege, not a right, and should not be used to evade legal proceedings. He stated, "None of those legitimate reasons include attempting to avoid extradition, which the recent facts brought to light clearly indicate was Mr. Modi's intention."
The Vanuatu government has recently enhanced its due diligence processes for its citizenship-by-investment program, incorporating triple-agency checks, including Interpol verifications. This move aims to prevent individuals from exploiting the program to escape legal accountability.
The cancellation of Modi's passport underscores Vanuatu's commitment to maintaining the integrity of its citizenship programs and ensuring they are not misused by individuals seeking to avoid legal consequences in their home countries.
