In a significant move, the Delhi High Court has directed the Delhi Government and CBSE to conduct inspections and take action against “dummy schools” operating in the national capital. These institutions enable students to appear for board exams without fulfilling the mandatory attendance requirement, often in collusion with private coaching centers.
A division bench, comprising Chief Justice Devendra Kumar Upadhyay and Justice Tushar Rao Gedela, passed the order while hearing a PIL filed by Dr. Rajeev Aggarwal. The petition highlighted the unethical practices of these schools, which not only violate education norms but also facilitate students from outside Delhi in unfairly claiming domicile-based reservations in higher education.
The Court expressed concern that students enrolled in these dummy schools skip regular classes in favor of coaching institutes, exploiting the loopholes in the education system. The Bench termed this practice unlawful and emphasized the need for strict regulatory action.
The Court has directed the Delhi Government's Education Department to conduct surveys and surprise inspections to identify such institutions. CBSE has also been instructed to collect and share relevant data with the government. Following the inspections, appropriate legal action will be initiated against the management of these schools.
This issue raises serious questions about the integrity of the education system, prompting the judiciary to intervene. The case will be heard again on May 7, and further developments are expected.
