Telangana effects quota withing quota for SCs, revolutionizing reservation

In a historic move, Telangana has become the first state in India to implement sub-categorisation within the Scheduled Castes (SC) quota. This decision follows a favorable Supreme Court ruling and aims to address disparities among various SC sub-groups in the state.
Categorisation of 59 SC Sub-Castes
The Telangana government has divided 59 SC sub-castes into three groups based on socio-economic factors and population percentages. Group I comprises 15 sub-castes, allocated 1% of the 15% SC reservation. Group II includes 26 sub-castes, receiving 5%, and Group III consists of 18 sub-castes, assigned 9%. This categorisation intends to ensure a more equitable distribution of reservation benefits.
Rejection of 'Creamy Layer' Concept
The state government has decided not to implement the 'creamy layer' concept within the SC community. This means that all individuals within the SC sub-castes, regardless of economic status, will be eligible for the reservation benefits. Chief Minister A. Revanth Reddy emphasized that the focus is on uplifting the most marginalized sections within the SC community.
Future Plans and Legislative Support
The Telangana Legislative Assembly has passed a bill formalising this sub-categorisation, with unanimous support from the members. The government plans to increase the overall SC reservation from 15% to 18% following the 2026 Census data.
